There are unacceptable environmental risks and damage to the public use of the oceans associated with these projects.
First, wind power offshore is extremely difficult and expensive to maintain in that harsh environment. And these structures will impede ship and boat traffic, and create safety hazards by masking visual and radar views of traffic for ships, boats, and aircraft.
Second, they use large amounts of oil for lubrication, and have a history of fires at the top, and structural failures, all difficult to deal with at sea.
Third, they are extremely costly, impacting jobs and competitiveness.
Fourth, they will not replace foreign oil. Oil is not used to make electricity.
Fifth, they can actually create more pollution, and require the use of more fossil fuels, because the intermittent nature of wind forces the utility to ramp its conventional production up and down. (See ERCOT study, called Bentek IV.)
This is a taxpayer and environmental rip-off, with no public benefit. The oceans are our last relatively unspoiled resource. Let's leave them alone.
