An Army Corps permit will be requires for structures or utilities attached to the OCS seafloor. We do recommend that BOEM make a specific determination that proposed activities will neither cause a hazard to navigation, nor be contrary to national security interests. Activities located in blocks 6014 and 6164 do not appear to have more than minimal conflict with other activites, including but not limited to navigation, dredged material placement, excavation of sand resources, fish havens, or other maritime interests. We do recommend that BOEM include the Corps as a NEPA cooperating agency for environmental assessments.
