Sirs:
To be consistant, contrary to what is said on page 54977, seaplanes should be
considered "vessels". U.S. Coast Guard Regulations, under rule 3, general
definitions, include seaplanes as "vessels". The exact wording is as follows:
a) The word "vessel" includes every description of watercraft, including non-
displacement craft, WIG craft [Intl], and seaplanes, used or capable of being used
as a means of transportation on water.
If a seaplane is to comply with Coast Guard Regulations while on Reclamation
water under 423.41 (e), then the seaplane needs to be considered a vessel while
on the water.
