As a current user of trees I can envision landowners harvesting their timber at an early age to take advantage of BCAP funding. This will leave less trees available for a longer rotation which our established business requires. Less trees mean they will cost more. This cost must be passed on to the consumer if we are to stay in business. The consumer will have paid for this increase twice, once in the form of taxes to fund this ill conceived program, and then again in the form of higher priced forest products. This program currently allows matching payments for trees that are being used for pulp wood. It is unfair to ask paper companies which employ hundreds locally to compete with BCAP funds for raw material. Manufacturing facilities currently using wood products to generate power as a by product of their operation should not be allow to participate in the BCAP.
