Requirements for Importers of Nonhuman Primates

Worldwide Primates, a current CDC registered importer hereby submits the following comment on the proposed rulemaking. CDC should require that any sanctuaries seeking to receive or possess previously imported non-human primates must be licensed by USDA and/or seek registration with CDC (in some special category) and must agree not otherwise dispose or distribute said primates. There have been multiple instances of some disreputable sanctuaries distributing non-human primates, some of which have ended up in the pet trade. The requirement for zoos to be AZA accredited should be expanded to include other accrediting organizations with similar standards as AZA. We believe the definition of "qualified veterinarian" should be similar to the definition used by USDA; Someone that holds a degree in Veterinary Medicine from a USA institution or if a foreign graduate, having received equivalent editions/degree and with at least some level of primate experience. We also believe that companies trnasporting imported primates within the United States must operate with two drivers at all times, at least one of which must meet a minimum experience level. Vehicles should be required to be equipped with GPS equipment that is trackable by the registered importer. Vehicles shold meet certain minimum standards that should be established and must possess all applicable licenses/permits to operate as a commercial transporter.
