We don't adjudicate people as "mental defectives;" we adjudicate them as not competent to manage their own affairs, or as mentally disabled. To insert such language into the Select Agent regulations is unreasonable, barbaric and will not encourage compliance (who will really check the box putting themselves in the category of "mentally defective?") Those of us who live with or have raised family members with mental disabilities find this language to be horribly wrong. It does not belong in the law anywhere, and it certainly does not belong in federal regulations.
