The Office of Victims of Crime a federal agency manages and funds all the "State" Crime Victims Funds. All 'State' Crime Victims Funds have time limits (average of two years) and limited funding. The United States don't have a Federal Crime Victims Fund that could be managed by the same Office of Victims of Crime and this is even pointed out on Justice Department memos from members on the Committee for CVF.Exposure to toxins, pulverized glass , radiation and asbestos all have latent effects. In the original 09-11-2001 Victims Compensation Fund, latent harm was mentioned on the claim forms , in the federal register as expected. The way the Office of Victims of Crime operates right now were "TERRORISM" is considered to be a "STATE" compensable crime violates the Bill of Rights. Terrorism and the latent harm would logically call for a federal program.
