ABSTRACT OF ATTACHED FILE: The issue is not whether to cap fees, but to control what those fees become and how they ultimately become a tremendous burden on the consumer. The fee itself is a pittance compared to the princely sums that many consumers are assaulted with when what seems like a simple fee balloons into extraordinary debt. Combining such fees with, seemingly benign, terms and conditions a credit card issuer can effectively print money.
