Consumers alread have the right to receive a copy of the appraisal. They are given this notification at the loan closing. Our standard practice is the email them a copy of the appraisal when we get it so they usually have it a couple of weeks before the loan is closed. This rule is unnecessary because there is one in place already that deals with this.
