I beleive that funds collected should only be used for repayment back to the individal that it is due. It sould not be used by govenment in any form other than that what it was intended. Special programs and interpretationson of what the uses of what the funds can be used for seem to be very liberal when govenment is involved. The funds disposition of funds, when an owner is not found should be escheated to the state of residence like banks are required to do. The states already have a system in place to handle claims.
