CMS-2229-P While I am in favor of consumer choice, I am not in favor of CMS-2229-P. Paying funds directly to consumers without oversight will increase misuse of the funds. A trained case manager is able to assess the needs of the consumer and provide recommendations as to how the services could be provided. Uneducated consumers may purchase inappropriate services or the services of untrained personnel who cannot provide the services required. It also makes no sense to add another layer of unregulated service when the current agencies are so highly regulated and governmental oversight has been stepped up to monitor potential fraud and abuse.
