I write on behalf of Maryland Disability Law Center (MDLC), a statewide Protection & Advocacy agency, to urge further definition of that portion of the regulations related to home and community based settings. Our clients generally feel strongly about their history of being relegated in institutional settings or communities that are segregated by poverty, disability and/or minority concentration. We would like to see this historic segregation remedied by placing more focus on the definitions of home and community settings to give teeth and meaning to the vision of integration and equality of opportunity. MDLC specifically endorse the comments submitted by National Disabilty Rights Network and Bazelon Center for Mental Health Law. Thank you for consideration of these comments.
