The Texas Health and Human Services Commission (HHSC) appreciates the opportunity to comment on the proposed rule that would revise Medicaid regulations to define and describe State plan home and community-based services (HCBS) under the State Plan, which were published at 77 FR 26362 (May 3, 2012).
