As a Special Needs Plan for full dual eligible beneficiaries, the prohibition of cold calling for marketing purposes will severely affect our ability to contact the dual population that may be eligible for our plan. A large percentage are transient and mailing material is ineffective. Our members struggle with literacy and medical issues. We are requesting Special Needs Plans be excluded from this restriction so we may continue to provide effective outreach. Please see attached document for additional information.
