In reviewing thedetail of 42 CRF Parts 422 and 423 I would like you to consider
that there is a shortage of endocrinologists and it can be much more costly then
care provided by a primary care physician. The majority of care of the chronic
diabetic patients currently is monitored and treated by Family Practice and
Internal Medicine physicians and should remain that way if they demonstrate they
are meeting National HEDIS Benchmarks related to diabetes which demonstate
quality care. Another way to demonstrate that physicians meet and/or exceed
diabetes quality care standards are physicians who have received NCQA's
Diabetes Physician Recognition. Our physician organizaiton is working hard to
demonstrate diabetes quality care and so please consider including these
physicians as allowed "expert care" providers. Linda Clem, Dir. Of Clinical
Performance Improvement, Mount Carmel Physician Organization. Columbus, OH
