Medicaid Program; Home and Community-Based Services (HCBS) Waivers

It is imperative that this is based on need and not disability. It is important to remove any providers from this, as this is meant for individuals to have a home, in the community. It should not be provider based, but individual based. The person should be in a home not linked with a service provider.
