The proposal in §455.410 that any physician or other professional ordering or referring services for Medicaid beneficiaries must be enrolled as a participating provider
by the State in the Medicaid program including both fee for service & MCE network-level providers does not distinguish between those providers who are participating vs. non-participating with the managed care plan. Will this requirement also apply to non-participating providers who may provide services on occasion to members of the managed care plans?
