The ACO rule is a disaster for patients, and therefore for all of us. HMOs, and make no mistake about it, this is what the rule mandates, have been discredited because of their unbending need to deny care in the name of efficiency. I have witnessed this firsthand in New York with organizations such as HIP, and I am directly aware of similar outfits providing the same inferior quality of medical care in many states. Forcing our citizens of any age into such a monstrosity is unacceptable.
