To Whom It May Concern;
I would like to know how States are making changes prior to submission for approval from the Federal Goverment when federal funds are being used that are paid by the taxpayers. No one is watching over the States actions. Who watches them. Currently in Idaho there is a Request for Proposal to go to a single payer system for Residential Habilitative Services. Certified Family Homes choose an agency to oversee the services being provided in the homes to the consumers. Now if we go to a single payer there is no choice. We were flat told that it has not been approved through CMS (Its my tax money and I should have a choice of which business owner I chose to service my home not who ever the state chooses as the highest bidder) In addition, we are going to be required to pay an inspection fee of $300.00 per year. How can they require a fee when it has to be paid from HCBS funds paid to the provider. Why to we have to pay for inspections when no other like service pays for these inspections. It was my understanding that it was against policy to use federal funds to pay for inspection because that is what providers will have to use to pay for inspections. Some one needs to do a complete audit on Idaho Department of Health & Welfare. Why are rights to due process being denied. That is the right of every American Citizen whether disable or not. Please think about what is happening in states. We have no problem helping with change but, do not violate the taxpayer.
