I believe this is once again an across the board punishment for all agencies, rather than those who are actually running higher acuties based on creep. We are a small hospital based agency who have a high percentage of therapy patients. We rarely recertify any patients, rather focus on getting in and getting the job done. We are also challenged to keep qualified staff and must pay competitive wages. These proposed changes make it very difficult for small agencies to exist, leaving a market that will eventually be made up of the large for profit agencies.
