I totally agree with this plan to inprove quality of care in CMHC because most CMHC are in a facility that is unsafe, at time has no AC or Heaters, has no physicians available, no staffing to keep up with improvement or lack of improvement, and admissions and discharges are based on having Medicare benefits rather need for care I have been a part of closing and opening Multiple CMHCs, and they all can use condition of participation and to meet health & Safety needs Thank you shalaish
