Regulations, if needed, should be founded in fact based, and up to date information. Age of information that is being used to determine the poverty level and middle income levels is questionable. The numbers used in Health Insurance Premium Tax Credit document can not be a true reflection of our society, I do not like the term broad base being used when if fact it is not a "broad" determination. I find the information in this document as a true injustice and insult to the US people. I also find SHOP discriminatory against the majoirty of small employers who must meet very unreasonable employee income requirements. This does not set a standard that encourages growth and higher level of learning achievements for those wanting to achieve a better way of life. All language does meet what I consider full disclosure by the government.
