Has a comparative analysis been performed between the proposed revisions to the CMS Conditions of Participation and individual State requirements? Many hospitals and healthcare providers will not realize any savings, due to State requirements, which are not scheduled to change; has this been factored into the $1.1 billion savings estimate?
