I see some dysfunction in the child age bands at 104.102 (d). It is stated a child is age 0 to 20 (not 'through' 20). Adult rates are stated as 'starting at age 21', making them for persons age 21 and over. It appears there's a gap at age 20 to age 21 because child rates go up to age 20, rather than up to age 21. Older adult age bands start at age 64, rather than age 65 (traditional Medicare age). That seems a bit disorderly. What's magic about 64, versus 63 or 65 or 67? Since children can remain on an Parent's policy to age 26 (or through age 25), Why don't dependent children rates go to age 26?
