I believe it is imperative that States seek public input BEFORE a state benchmark plan isdecided by that state. States must request input from organizations that provide advocacy for people with disabilities BEFORE a bench mark plan is finalized. Organizations such as support groups or state and national disability groups should be consulted, as should groups of medical professionals having expertise in an area. For example, in PA, consulting the Amputee Support Team of Central PA, the PA Physical Therapy Assoc, and the state association of prosthetists to assist in determining appropriate bench mark for prosthetic coverage and rehab for amputees.
