Please consider allowing School districts to use summer to figure average hours for employees. If this is not allowed, it will force schools, already in budget binds, to reduce hours for employees or pay more for insurance plans. This will translate into possible lay offs of employees or reduction of hours that may mean that employees lose income or are forced into second jobs. This is not a good law or rule in this regard. Use common sense please.
