Patient Protection and Affordable Care Act; Establishment of Exchanges and Qualified Health Plans; Small Business Health Options [CMS-9964-P2] Kaiser Permanente appreciates the opportunity to provide comments to the Centers for Medicare & Medicaid Services (“CMS”) in response to the “Establishment of Exchanges and Qualified Health Plans; Small Business Health Options” (“Proposed Rule”) published on March 11, 2013 in the Federal Register.1 The Proposed Rule amends a published final rule, “Patient Protection and Affordable Care Act; Establishment of Exchanges and Qualified Health Plans; Exchange Standards for Employers,” published on March 27, 2012 (“Exchange Establishment Rule”).
