per the regualation: § 2553.103 Who develops the performance measures?(a) An applicant is responsible for developing its own project-specific performance measures. (b) In addition, the Corporation may establish performance measures that will apply to all Corporation-sponsored RSVP projects, which sponsors will be responsible for meeting. I am concerned with the wide open nature of part b. Who and how will these outcomes be determined and if we are all about local needs what if the national needs don't fall in line with what a local community(ies) deems a critical need or issue? This should be optional depending on the circumstances of the specific project and their unique circumstances.
