45 CFR Part 2553, Section III, E. DVSA sec. 201(e)(2)(B)(iv)
I am pleased to note that the new rules specifically state that CNCS intends to "minimize any disruption to RSVP volunteers that might result from implementing the competitive process of grantee selection." The current process of selecting a new sponsor after a relinquishment seems designed to do just the opposite. Disruption can be minimized if there is no time gap between sponsors and if stations and volunteers are automatically transferred to the new sponsor. Long time volunteers should not have to join again. Their membership in the RSVP program should continue uninterrupted. The new sponsor should certainly update their records; tell them that the program has moved, introduce them to the new staff and office etc., but should not be required to tell them that they have to 'join' again. Same with the stations.
