It's almost impossible for us to believe that of our 220 clients that are served through a program to help them live independently (that RSVP provides volunteers for), that we'll have 100% compliance filling out a survey. It would be almost pointless to have it be an online survey instrument - our clients are elderly and poor, so have no interest in or access to the internet. Our existing survey of client satisfaction gets about a 35% return rate and that is with follow up calls and volunteers helping people fill out the form. If it were to be mandatory that there be a survey completed for each client and they could only be served by RSVP volunteers if the survey was filled out (this may not be the intention, but the rule sounds that way as presented in the pdf of the Federal Register) it would totally defeat the purpose of the program and the involvement of Sr Corps volunteers. It would present a large burden to our small program even if it presents no burden to CNCS. It would not reduce paperwork and it would not improve the quality of information gathered.
