As a citizen of the Commonwealth of Kentucky, I have seen first-hand the impacts that near unregulated coal companies have on the land, waters, and people of a state. Clean water is crucial to public health, economic well-being, and the integrity of our streams. Therefore, I strongly encourage the U.S. Army Corps of Engineers to do everything in its power to enforce the Clean Water Act and eliminating the Nationwide Permitting (NWP21) for coal mining.
Scientific data proves the severe, extensive and permanent damage done to streams and waterways— near mining sites and for a long way downstream — from valley fills associated with coal mining. Valley fills accompanied by the dumping of toxic mining wastes into our water should never be permitted.
I support the proposal to eliminate the Nationwide Permitting (NWP21) for coal mining, including the suspension of new NWP21 permits while this new rule is being finalized.
