To whom it may concern, The audacity of the National Guard to attempt to even further limit the livelihood and recreation of boaters, surfers, and fishermen along this area of the coastline is completely and absolutely outrageous. In consideration of the foresight and wisdom of the State of Hawai'i set forth in Hawai'i Revised Statutes Chapter 205 a Coastal Zone Management regarding the public access right to coastal areas...the historic and continued lack of respect for public use of the Mana shoreline by the various federal government agencies is shocking. Rightful public access to Mana is already severely limited because of the coastline occupied by the adjacent Pacific Missile Range Test Facility. A popular public beach is no place for a shooting range. Please withdraw the request for an expansion of the coastal area affected by the "safe zone." The range must be moved to a safer area, not expanded.
