The simplest way to get the registration card to all of the consumers would be to have the manufacturer be in charge of putting the cards into the box. Having the manufacturer be responsible would be less work for everyone because they are the ones that are closing up the boxes of the products and putting one extra step in the assembly line before closing the boxes wouldn't be as difficult as having the importer doing this activity. I also liked the proposed sample registration card. It is simple and does not require excessive information, so more people will be willing to fill it out and send it back.
