The CPSIA 2008 and ASTM F963 have certain regulations that apply only for products that are "designed or intended by the manufacturer for a child 12 years of age or younger for use by the child when the child plays." Would teaching supplies fall under this catagory? They are not intended for use by children when the child plays -- they are intended for use by children when the child learns -- but they may be used as "play" when the teacher's teaching style calls for it.
