Gentlemen,
With the greatest respect for your concern over individuals safety and the potential risks associated with table saws, I must offer my most strenuous objections to any proposed rule which would require "flesh sensing" technology or a similar technology.
As a woodworker (serious hobbyist) for over 35 years, I was taught and developed the most serious respect for all tools power and unpowered. It is this respect for the inherent dangers which in fact keep me safe.
I know too many individuals who when given situations with built in safeguards lose this respect for the equipment and for safe operating techniques. In fact, most injuries are caused by improper use of the tool... In the oft cited civil case against Ryobi, the operator was violating many very serious basic procedures...
Adding costly and prescriptive technology to all tools is not the answer to this problem. Let market forces determine the best products, not excessive regulation.
Respectfully submitted.
