You indicated that Bon-Ton had electronic notice of the new requirements as to draw strings. Nevertheless, that is not the best way of notifying companies as companies receive hundreds of emails. You should have contacted them in person. I would recommend that the $450,000 civil penalty not be paid to the federal government. Nevertheless, the $450,000 could be rebated to the consumers who purchased the goods.
