Thank you for the oppurtunity to comment on this procposed change. Please consider the comments in the attached document. In addition please let me state that the practice of referencing web sites and DoD Guidance Manuals as contractual vehicles is not appropriate as they are not subject to proper revsion control or public comment and scutiny.
