This change seems unclear as to whether it will affect changes for DOD programs such as Aircraft, Ships, Tanks etc that currently fall under the requirements for DFARS 252.225-7014 and Alternate 1(The Berry Amendment). Non-compliance with the Berry Amendment seems to be a large problem with commercial information technology for these industries (integrated circuits, semiconductors). This rule change should be formated such that this exemption will clearly apply as an exemption to DFARS 252.225-7014 for commercial information technology.
