This is the most inane proposed action I have seen in recent years. You cannot have both security and allow foreigners to work on restricted contracts and access classified information. If you survey the lost of classified information over the past two decades, you will find that 95% of the problems occurred due to foreign personnel. So it follows that opening secure information to non-citizens is going to result in a 10X increase in the chance of a breach. Come on, this isn't rocket science.
