DFARS Case 2006-D023 Comments: I agree with the Defense Department’s proposed rule change to amend the Defense Federal Acquisition Regulation Supplement to address training requirements that apply to contractor personnel who perform information assurance functions for DOD. Applying DoD Directive 8570.1 and DoD Manual 8570.01-M to contractors is necessary in order to have a more uniform collective training standard throughout the entire network management and technical levels of support for the Global Information Grid. As a Army Contractor interested in providing Wireless (802.11a/b/g – 802.11n – WiMax) Networking Information Assurance (IA) functions for the Department of Defense, I feel that the DoD should also address some IA Training restrictions encountered by capable CCR Certified Contractors attempting to gain compliance with the new IA Training and Certification requirements. First, create a pool of DoD IA Trained and Certified Contractors: * DoD agencies should sponsor limited – temporary website access for ATRRS eLearning/Skillport> CIO G-6/NETCOM IA courses to complete specific Management Level I (IT-I) and Technical Level I (IT-II) for DoD IA training requirements. Second, establish a “CTR – IA” unit or similar classification at the CIO/G-6 Asset & Vulnerability Tracking Resource (A&TVR) website or other DoD resource website where contractors can post their IA training records and/or accomplishments: * Contractors need to be able to post past, current, and impending Management Level I (IT-I) and Technical Level I (IT-II) IA Training and Certification information in a central database accessible to all DoD agencies. Last, establish an electronic Point of Contract of Sponsoring DoD agencies: * DoD agencies willing to sponsor Certified Contractors who have achieved, are currently pursuing, and are currently maintaining the required process of achieving Management Level I (IT-I) and Technical Level I (IT-II) IA Training and Certification compliance. regards, Melvin Miller Government Contractor IASO/Wireless Analyst CAGE 3MDV7 Nulink Wireless, LLC
