To Whom It May Concern,
My colleages and I have reviewed the subject proposed DFARS rule (attached) and have some concerns regarding how this will affect competition of future competed service contracts. If the imcubent already has people trained and certified on organization unique programs and systems, and other competitors have not worked on those systems, it gives one contractor a competitive advantage over another contractor and can put us into a sole source situation. To prevent this, will it also be mandated by the DFARS that the Government will provide training and certification to contractors who wish to compete for these follow-on contracts? At whose expense would this be? Government or Contractor?
