How will this certification requirement for contractors reconcile with Section 813 of Public Law 106-398 of the National Defense Authorization Act for FY 2001 which prohibits the use of minimum experience or education requirements for contractor personnel for the acquisition of IT services (of which this is related) when the contracting officer is unable to apply the two exceptions?
