Although the language that is being inserted into the DFARS itself is clear, the discussion language is confusing.
There is a difference between a "single-source" and a "sole-source". A single source IDIQ could be the result of a competition while a sole-source is not. A Delivery Order and a Task Order are not the same as a "delivery/task order contract". The Indefinite Quantity Contract itself is the subject of DFARS 216.505, not the resulting delivery or task orders issued under the contract.
The language as currently written in the background and discussion is only going to cause confusion and lead to misinterpretations from the original intent.
