I believe the proposed amendment would be very beneficial to the goals and objectives of the Sexual Assault Prevention and Response (SAPR) program under the Department of Defense (DoD). I also believe it is important for all contractor employees to be aware of and fully understand the term “sexual assault”. It is important to establish the definition of the term as well as understand it because it is the first step in prevention. The focus of the amendment for contractor employees to know the term is essential because contractor employees need to know they are still subject to the rules and regulations under DoD. Even though they do not work directly under the Department of Defense, they are contracted to provide their service to the government and as such must follow directives set forth by DoD. All U.S. Armed Forces and contractor employees need to also know about prevention and assistance. The SAPR program would be strengthened with the implementation of the amendment because it will ensure that the first step towards prevention is met by simply understanding what the term means. The efforts of SAPR have the potential of reaching a greater populous which will include contractor employees and will help towards reaching the goal of eliminating sexual assault. The fact that the amendment has its roots after an audit was conducted by the DoD Inspector General speaks to their recognition that the knowledge of the definition of the term is essential for the efforts of SAPR. I am in full support of the amendment and hope that it is implemented. I do not foresee that the implementation of the rule would meet any resistance. There may be more resources or training that may need to be modified in order to ensure the term is understood by all U.S. Armed Forces service member and contractor employees, but in the end is for the betterment of the efforts under SAPR.
