My comments are directed at the proposed 252.245-70XX, Reporting, Reutilization and Disposal, section (b), Inventory Disposal Schedule:
This section requires the prime contractor to include on the Standard Form 1428 item descriptions with a Federal Supply Code for all items except those in scrap condition. It also requires a manufacturer name for all aircraft components and support equipment listed in Federal Supply Codes listed in section (b)(ii)(B) and (b)(ii)(C). I believe this change will further the reutilization of excess Government property ONLY if the original supplier manufacurer name and manufacturer part number is used. Most prime contractors assign their own unique part numbers from their configuration management systems to items actully acquired from and manufactured by their suppliers. Very often, the prime contractor name and part number ends up on the inventory schedule instead of the true manufacurer name and part number---the supplier or vendor part number information. Over the years, this has worked against the effective reutilization of excess Government property. This is particularly the case when excess Government property in Federal condition code A1 (new and unused) material and equipment is reported on inventory schedule. Taking this thought a step further, I believe the supplier name and supplier part number should be required for all items in Federal condition code A1 being reported as excess on inventory schedule. This would better promote the reutilization of millions if not billions in excess new and unused Government property, each year.
