Section 245.05, Contractor's Property Management system compliance, para. (b)-Policy.
Change to read' The cognizant contracting officer, unless this contract admin function has been delegated per FAR 42 to the cognizant Government Property Administrator (GPA), shall determine the acceptability of the system, shall approve the system. If the cognizant property administrator finds the system to be deficient, he/she will report the findings to the cognizant contracting officer recommending disapproval".
This basic recommendation would pertain to most of this section when dealing with the language concerning approvals and disapprovals. This would eliminate confusion that many contracting officers may have understanding the role of the Government Property Administrator in approving and disapproving a contractor's property managment system.
This has been the policy the roles of the contracting officer vs the government property administrator for many years. It is important no to diminish the role of the GPA in support the contracting officer as the property SME.
