In the proposed rule, the text "All property without an existing assigned UII shall be reported to the GFP Hub" occurs multiple times in various portions of the DFARS.
The recipient of Government Property may not know if a UII has been assigned to the hardware received. The lack of a "2-D Compliant" marking is not sufficient to determine the lack of an assigned UII. For a variety of reasons an item may have a UII that was assigned virtually. That is, the UII may be assigned in the IUID Registry, but the item lacks (at the current time) a "2-D Compliant" marking (2D datamatrix symbology), awaiting 2-D compliant marking at a future date (opportunistic part marking). Such "virtual" marking is compliant with current regulation.
Assigning UIIs and reporting them in the GFP Hub may create duplicate identities (UIIs) for a large number of items.
