We believe that the major themes in the Better Buying Initiative strategy, according to Ashton Carter's guidance memo, dated September 14th, 2010, included efforts to "reduce bureaucracy" (page 13) and included a section on reducing non-value-added overhead imposed on industry (page 16). The Adequacy Checklist (FR Doc. 2011-30907) is a proposed 4-page requirement that would have the opposite effect to reducing bureaucracy and non-value-added overhead imposed on industry. It would increase overhead costs.
