I believe this is an excellent idea. STEM programs need to be encouraged. Students and the general public need science and math education and training in order for our economy to be competitive at all in this global economy. Of course, because the contractors aren't actually required to establish any STEM programs, it's easy to think that this would be a waste of time, seeing as the DoD would be required to encourage them. But I see it more as advertising. No one is forced to buy anything, but it's obvious that advertising works. Besides, it might be in these contractors' interest to do what they could do be on the DoD's good side. Overall, I think this is a simple idea that will benefit our country, and there is little reason why it should not be implemented.
