From what I understand, DHS intends to create a new citizen database exempt from the restrictions of the Privacy Act. This alarming move, particularly under the auspices of the Dept of Homeland Security, threatens the safety and well-being of citizens who can be detained for any reason and without knowing the charges against them. A system like this has no place in a democracy.In terms of fighting the war on terror, it would certainly be preferable if the department facilitated the linking of existing data in the files of FBI, CIA, etc.thank you.
